Charlie E. Cabotaje is an Assistant Professor of Public Administration at the University of the Philippines- National College of Public Administration and Governance (UP-NCPAG), teaching courses in office and systems management, management of organizations, and Philippine administrative thought and institutions, and current Director of the Center for Leadership, Citizenship and Democracy (CLCD).

His research interests include environment and governance, people’s participation, poverty alleviation, ICTs, and organization and policy studies. Before joining the faculty ranks, he served as part of the Research Extension and Professional Staff (REPS) at CLCD and concurrent Senior Lecturer at the NCPAG. He was involved in the design and implementation of CLCD research and extension projects on leadership, citizenship, civil society, and democracy and its institutions.

Asst. Prof. Cabotaje is a licensed environmental planner. He obtained his Bachelor of Arts (Public Administration) and Diploma in Urban and Regional Planning degrees from the University of the Philippines Diliman. He finished his MSc in Governance and Spatial Information Management at the University of Twente’s Faculty of Geo-Information Science and Earth Observation (ITC) in The Netherlands.
