About Us

The Center for Policy and Executive Development (CPED) is a premier policy think tank and research and consulting office of UP NCPAG.

It is extensively involved in capacity development initiatives and institution-building programs in the Philippines and other developing countries in the region. It provides public institutions, non-government organizations, public corporations, and other local institutions and international organizations with the necessary professional expertise to deal with public policy issues, executive and administrative development, and the challenges of governance.

CPED has designed and implemented training courses and developed instructional materials for national and local governments, non-government organizations, and international government institutions;  committed to providing impact-driven capacity development initiatives and institution-building programs in the Philippines and other developing countries in the region.

The center mobilizes experts, practitioners and scholars from a wide range of professions and disciplines to undertake research and provide training and technical assistance on public policy, public finance, organization and management, executive and human resources development, project development and management, and corruption and integrity, among others.

The Center for Policy and Executive Development (CPED) is a specialized center of the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG) that was established in 1968 as an Administrative Development Program (ADP) to pursue middle-management training and related extension programs. The ADP was transformed into a Center (ADC) in January 1977 and as a Center for Policy and Administrative Development (CPAD) on 31 July 1986.
1998
The CPAD was organized by the College to focus on and expand its research, education and training, and technical assistance activities in public policy and management in the light of the fundamental changes taking place in the government and country. On 26 November 1998, CPAD became the CPED when the College of Public Administration was transformed as University of the Philippines-National College of Public Administration and Governance.

What We Do

RESEARCH

The Center undertakes in-house policy research on current and pressing issues affecting the nation as well as research commissioned by government partners, international agencies, and funding institutions. It also conducts organization and management studies on the operation and interplay of structures, processes, personnel, and resources in the achievement of organizational objectives, and evaluation of programs and projects in terms of expected outputs, effects and impact.

EXECUTIVE COURSES

CPED conducts training for public sector managers to enhance their capabilities, reorient their values, and develop their skills and techniques for the effective management of public sector projects.

CERTIFICATE COURSES

CPED specializes in various certificate courses and in the development of materials for the training of trainers and capacity-building programs on the effective design, implementation and evaluation of training programs; on the management of decentralized health systems; and public policy analysis and development. It also undertakes capacity-building programs for policymakers, foreign officials, the military, and other interest groups. Moreover, the Center offers training programs customized to suit the needs of the government and other clients.

ADVISORY SERVICES​

CPED delivers policy and capacity development support by mobilizing a multidisciplinary network of scholars, practitioners, and professionals. It undertakes research, training, and technical assistance to strengthen institutional effectiveness in key areas such as public policy, public finance, organizational and management systems, executive and human resource development, project planning and management, and governance and integrity. These initiatives aim to equip public sector institutions with the knowledge, tools, and strategies needed to address complex governance challenges.

TECHNICAL ASSISTANCE

CPED provides comprehensive technical assistance to public institutions, non-government organizations, and international partners, drawing on decades of experience and interdisciplinary expertise. As the consulting and capacity-building arm of UP-NCPAG, CPED supports its partners in addressing governance and development challenges through customized solutions in areas such as public finance, policy and program development, human resource management, performance evaluation, and anti-corruption.

SPECIAL PROJECTS

CPED’s Special Projects respond to critical governance and development challenges through a combination of research, capacity building, and technical support. Often implemented in partnership with government agencies and international organizations, these projects include policy studies, organizational assessments, program evaluations, and customized training for public sector leaders. Drawing on its expertise in public policy, fiscal administration, and organizational development, CPED provides tailored solutions that strengthen institutional capacity, enhance service delivery, and support evidence-based governance initiatives.
