Dr. Basilio is a University of the Philippines Social Scientist and Scholar II, full Professor at the National College of Public Administration and Governance (NCPAG) and concurrently serves as Director of the UP NCPAG Center for Policy and Executive Development (CPED).

He teaches courses in economic development, policy analysis and reform, economics of public enterprises, theories of administrative systems, and theory and practice of public administration.

A regular member of the National Research Council of the Philippines (NRCP), Dr. Basilio serves as Chairman of the Export Development Council Networking Committee on Transport and Logistics (EDC NCTL), Senior Advisor of the Supply Chain Management Association of the Philippines (SCMAP) and Philippine Chamber of Commerce and Industry Transport and Infrastructure Committee (PCCI).  Dr. Basilio also serves as Board Director of the Philippine Society for Public Administration (PSPA) and Small Enterprise Research and Development Foundation (SERDEF), President of the UP NCPAG Alumni Association, and member of the UP Technical Working Group on Innovation. He served as the first President of REID Foundation, Vice President of the Center for Research and Communication (CRC), and board director of the UP Public Administration Research and Extension Services Foundation (UPPAF).  He successfully managed as Chief of Party USAID projects – Advancing Philippine Competitiveness (COMPETE) and Regulatory Reform Support Program for National Development (RESPOND). In 2010, Dr. Basilio represented the country as a member of the ASEAN High Level Task Force that drafted the Master Plan on ASEAN Connectivity.

Dr. Basilio wrote the book Linking the Philippines Islands through Highways of the Sea (2008) and co-edited three (3) UP NCPAG books published in 2024 – Fostering the Competitive Neutrality of State-Owned Enterprises, Post Pandemic Policy on Food Security and Agribusiness, Living Well under the Shade of the New Normal: Strategies for Sustained Economic Growth and Development, and a case reader on Philippine Governance supported by the Philippine Society for Public Administration (PSPA) and the National Graduate Institute for Policy Studies (GRIPS). He likewise authored and co-authored journal articles and book chapters presented at various local and international conferences.

Inducted to the Pi Gamma Mu International Honors Society in Social Sciences (UP Alpha Chapter), Dr. Basilio was a consistent recipient of the UP Diliman Centennial Professorial Chair Award and One UP UP Professorial Chair for Teaching and Research. Dr. Basilio was also a recipient of numerous awards – among others the 2024 Distinguished Alumnus Award for Improving the Competitiveness of Philippine Business and 2025 Presidential Citations given by the Philippine Chamber of Commerce and Industry.

Dr. Basilio obtained his bachelor’s degree in Economics (minor in Philosophy) from the University of Santo Tomas (1985), master of arts degree in Applied Business Economics from the University of Asia and the Pacific (1995, Hanns Seidel Stiftung Scholar), and doctor of public administration degree from the University of the Philippine National College of Public Administration and Governance (2012). In 2018, he also obtained a postgraduate diploma on Federalism, Conflict Resolution and Decentralization from the Institute of Federalism, University of Fribourg (Switzerland).
