About Us

The Center for Leadership, Citizenship and Democracy (CLCD) undertakes research, training and extension, and consultancy on leadership, citizenship, civil society, and democracy and its institutions. It provides fellowship grants to experts and leaders in the academe, government, business and industry, and civil society. The Center disseminates its studies and other outputs through publications.

Vision

The CLCD aspires to be a premier resource center on leadership, citizenship and civil society, and democracy that uses its knowledge, expertise, skills, and resources to assist leaders, citizens, and civil society organizations enhance their capacities in performing their roles, duties and responsibilities.

The Center envisions itself to be a leading institution that undertakes and/or provides support for endeavors that significantly contribute to making leaders and citizens more politically aware and socially concerned with public issue, and thus, enable them to responsibly participate in decision making. The Center shall be an institutional leader in promoting the values of public service, democratic governance and accountability among leaders and citizens in the context of free, peaceful, just, and humane society.

1992
The U.P. Board of Regents established the Leadership, Citizenship and Democracy Program (LCDP) in the College of Public Administration (CPA) on 25 June 1992 through the initiative of then U.P. President Jose V. Abueva. The LCDP was created in recognition of the importance of research, teaching, training and dissemination of knowledge on the issues, problems and processes of leadership and citizenship in the Philippine society. In November 1998, the LCDP became the Center for Leadership, Citizenship and Democracy (CLCD) when the U.P. Board of Regents transformed the CPA into the National College of Public Administration and Governance (NCPAG).
1998-Present
From 1998 up to the present, the Center has become more focused on its citizenship projects, collaborating with civil society, even with its continued dedication to leadership studies.

What We Do

RESEARCH

The Center conducts a wide range of research in the areas of leadership, citizenship and civil society and democracy and its own institutions and processes that are geared towards the enrichment of the discipline of public administration and governance as well as researches that are directed towards improvement of governance organizations, nongovernment organizations and private sector.

EXECUTIVE COURSE

The Center provides executive course to emerging and established leaders, managers, and executives from the public and private sector.

TRAINING PROGRAMS

The Center provides development, design and management of customized training programs on enhancing competencies and capacities in leadership, values re-orientation, managerial functions and processes, legislative and policy advocacy, team building, and other capacity enhancing interventions directed to specific government agencies, NGOs, sectors and groups in accordance tot eh needs, requirements, and specifications of requesting organization.

PUBLICATIONS

The Center undertakes the publication, in books and in other published forms, of the results of studies and other research outputs of individuals, groups, or organizations, subject to the review of materials by a pool of experts from the CLCD and to be undertaken through the partnership or collaborative endeavor.

TECHNICAL ASSISTANCE

The Center provides expert guidance, advice, and other forms of technical assistance to government, nongovernment organizations, and private sector through consultations on innovations and reforms in policymaking and political processes and institutions, systems and operations improvement; organization development, and change management as well as on areas of expertise of the Center's faculty affiliates.

SPECIAL PROJECTS

The Center organizes activities, programs, documentations, consultancies, and other undertakings for occasions and issues, relevant to leadership, citizenship, and democracy. CLCD also works in partnership with experts and different stakeholders especially academic institutions, government agencies, public and private leaders and advocates, and civil society organizations.
