Post-Pandemic Policy for Food Security” Volumes 1 and 2

The University of the Philippines’ National College of Public Administration and Governance (UP-NCPAG) was part of the Philippine delegation at the 45th ASEAN Inter-Parliamentary Assembly (AIPA), held on October 19–21, 2024, in Vientiane, Lao PDR.

Representing UP were Dr. Enrico L. Basilio, Director of the UP-NCPAG’s Center for Policy and Executive Development (CPED), Ms. Angela Chaves, UP-NCPAG CPED’s Development Manager and Research Policy Focal Person on Artificial Intelligence and Cybersecurity; and Dr. Rex Jalao, faculty member of the Artificial Intelligence Program at the UP College of Engineering. The UP representatives served as technical advisers to the House of Representatives in advancing a landmark resolution for regional collaboration on Artificial Intelligence (AI).

During the ASEAN Committee on Economic Matters (ACEM) meeting, Dr. Basilio and Dr. Jalao assisted Cong. Mark Go, Representative of the lone district of Baguio City and Chairman of the House Committee on Education, in presenting the Philippine resolution to establish an ASEAN Research Center on AI. The proposal aims to foster regional innovation and strengthen ASEAN member states’ capabilities in AI research and development.

The UP representatives, also engaged in discussions with House of Representatives (HRep) Secretary-General Reginald Velasco and Congressional Policy and Budget Research Department (CPBRD-HRep) Deputy Secretary-General Romulo Miral on the revised Memorandum of Understanding (MOU) between UP and the House of Representatives on the policy research and extension initiatives on Artificial Intelligence and Cybersecurity.

This event punctuates the important role of UP-NCPAG and the University’s expertise in shaping regional strategies on emerging technologies. The involvement of Dr. Basilio and Dr. Jalao underscores the University of the Philippines’ commitment to providing evidence-based policy advice and promoting innovation-driven development across ASEAN.

By actively participating as technical advisers, UP-NCPAG and the broader academic community reaffirm their commitment to addressing pressing regional challenges and fostering collaborative solutions that drive growth and sustainability.
