Asst. Prof. Calugay graduated B.S. Biology in University of the Philippines and then Master of Public Management at the University of Potsdam, Germany. Prior to her current position, she served as a University Researcher at the Center for Local and Regional Governance (CLRG), contributing to various research projects and capacity-building programs, including those focused on local governance and community development. She specializes in teaching ethics and accountability in the public sector, local government and regional administration, organizational studies, and personnel management. Notably, she authored an article on Contracting-Out as an Alternative Service Delivery Mechanism in Local Governments and was involved in coordinating the Local Government Leadership Awards (LGLA).
