Dr. Manalo obtained his Doctor of Public Administration from University of the Philippines.
Prior to joining NCPAG, he served as a Professor at New Era University, where he was also the founding Chair of its Department of Public Administration. He currently holds key positions outside of the academe, such as Chair of the Technical Committee on Policy Research and Advocacy at the Department of Agriculture Biotechnology Program Office and Executive Secretary of the Biotechnology Coalition of the Philippines, advocating for the safe and responsible use of modern biotechnology for national development. He is recognized as a policy specialist in modern biotechnology and biosafety regulations, contributing to the crafting of Philippine national guidelines for genetically modified plants, gene-edited crops, and genetically modified animals and fish. Dr. Manalo is a scholar specializing in political development, public policy, quantitative analysis, and research methods.
