On 22 March 2025, the Center for Local and Regional Governance signed a joint collaboration statement with Taiwan’s Citizen Congress Watch (CCW) and Kaohsiung Civil Servant Citizen Watch (KCSCW) where all parties committed to developing a, evidence-based scorecard tailored to monitor and assess Philippine local legislators’ performance.
The scorecard is envisioned as a tool to improve transparency and accountability, as well as monitor the performance of local legislators nationwide who comprise a large percentage of participants who join multiple training programs under the Center.
CCW has been monitoring and evaluating members of Taiwan’s Congress since 2008 through an open, transparent, and citizen-based scorecard system they developed. One of their local counterpart organizations–the KCSCW–also adapted a similar scorecard for the civil servants of Kaohsiung City.
