Dr. Mendoza earned her Doctor of Public Administration and Master of Arts in Demography from the University of the Philippines. She has a Graduate Certificate in Public Enterprise Reform and Privatization from the University of Manchester, U.K. She obtained a Master in Development Studies (major in Public Policy and Administration) from the Institute of Social Studies, The Hague, The Netherlands. She finished her Bachelor of Science in Education, major in Mathematics, Summa cum Laude, from the Philippine Normal College, Manila.
Prof. Mendoza is a Professor Emeritus and a retired Professor of Public Administration and Public Policy, University of the Philippines. She served as Dean of NCPAG, UPD from 2013-2019; Dean of the Faculty of Management and Development Studies (2007-2010) and Vice Chancellor for Academic Affairs (2010-2013) of the UP Open University.
She is the current President of the U.P. Public Administration Research and Extension Services Foundation (UPPAF), Inc.; Vice Chairperson of the Board of Trustees of the Galing Pook Foundation and the Interim President of the Philippine Public Policy Network. She was former Deputy Secretary General of the Eastern Regional Organization of Public Administration (EROPA); former Secretary General of the Association of Schools of Public Administration in the Philippines (ASPAP) and President of the Pi Gamma Mu International Honor Society for Social Sciences (Philippine Alpha-University of the Philippines Chapter).
She has been strengthening institutions for excellence in good governance and public service by helping as Member of the following networks: Steering Council/Committee of the International Institute of Administrative Sciences Asian Group of Public Administration (IIASAGPA); ASEAN University Network-Disability and Public Policy Network (AUN-DPPnet); Asia Pacific Public Policy Network (AP_PPN); Philippine Evaluation Team to the United Nations Convention Against Corruption (UNCAC); and the UNDESA Task Force to Mainstream Sustainable Development Goals (SDGs) in Public Bureaucracies of Asia and the Pacific.
Her expertise in teaching, research, and publications is in the areas of regulatory governance, competition, and regulation, particularly in electricity markets. Furthermore, her proficiency encompasses public sector/enterprise governance and privatization, poverty alleviation, anti-corruption efforts, heritage conservation, public-private partnerships, resilient cities, electronic governance, climate change adaptation and mitigation, business facilitation, collaborative governance, and enhancement of government service quality.
Some of her awards and recognition include the UP International Publication Award in 2005,2011 2009, 2011, 2019, and from 2021-2024; the UP Faculty Research Grant in 2009 and 2013, the 2016-2018, 2019-2021; and the 2022-2024 One UP Professorial Chair Award for Regulatory Governance; the 2018-2023 UP Centennial Professorial Chair Award. Prof. Mendoza was awarded the Best Paper Award in 2018 by Nature Science for her paper in climate change adaptation by the private sector.
She is also included in the 1991 eleventh edition of The World’s Who’s Who of Women, published by the International Biographical Centre, Cambridge, England.
