Dr. Cariño was a Ph.D. holder in Sociology (Indiana University), MA Political Science (University of Hawaii), and BA Public Administration (University of the Philippines), cum laude. She was an advocate of “service to the community”, “ethics in bureaucracy”, and “development for others”. Dean Cariño was a recipient of awards and honors, foremost of which is the Lifetime Achievement Award given by the National Research Council of the Philippines: Award of excellence for her work on The Indang Experience: Lessons from the First Career Executives Service Development Program Barrio Immersion; International Publications Awards (UP) for 2002-2005. Dr. Cariño was a University Professor, National Scientist, administrator, scholar, researcher, academician, teacher, and public servant par excellence.
