Prof. Ramos obtained his Bachelor of Laws from the University of the Philippines in 1941 and became a member of the Philippine Bar in 1941. He was the first Filipino to become full-time Director of the IPA. Prof. Ramos was Chief of the in-service training division of the institute and the Director of the in-service training of the City Government of Manila. He also served for more than two years as legal officer in the international secretariat of the United Nations at its New York headquarters. His other notable experiences include: Philippine Army (1941-46), U.N. International Secretariat, N.Y. (1949-52), Head, Management Staff, City Government of Manila (1953-1956), Administrator and Deputy Project Director, Philippine Executive Academy (1962) and Professor in IPA (1955-1963).
