Dr. Iglesias graduated from University of the Philippines with Master of Public Administration in 1965 and Bachelor of Arts in History in 1955. He was a Doctor of Philosophy graduate from the University of Sussex, England, in 1971. He was also a Professor of the College of Public Administration in University of the Philippines. His published books such as: Patterns in Decision-making (1963), Foundations and Dynamics of Filipino Government and Politics (1969), and articles: “The Passage of the Anti-Graft Law”, “Our Political and Civil Rights”, “British Administrative Decision-making” (January 1972), “Perspectives in Community Service and National Development” (July 1972) in Philippine Journal of Public Administration. Dean Iglesias was involved in EROPA; National Science Development Board (NSDB), National Research Council of the Philippines (NRCP); United Nations Asian Center for Development Administration (ACDA), and Southeast Asia Agency for Regional Transport and Communications Development (SEATECD) researches.
