Education

Prof. Ocampo obtained his AB English and Master of Public Administration degrees from the University of the Philippines in 1959 and 1964, respectively. He also earned his Master of City Planning degree from the University of California of Berkeley in 1968. In the U.P. College of Public Administration, Prof. Ocampo started as a part-time Research Assistant in 1959 and rose through the ranks to become full Professor and Director of the following programs and centers: Research and Publications, Policy Studies, Policy and Administrative Development, and Local Government. He has been a member of the editorial board of the Philippine Journal of Public Administration, to which he has contribute a number of articles. Prof. Ocampo held other positions such as, Director of the Program Development staff, Office of the Vice President for planning and Finance, chair of the U.P. Management Education Council, and President of Association of Schools of Public Administration (ASPAP) and of the Association of Development Research and Training Institute of the Pacific and Asia (ADIPA). Also, he was a member of the Career Executive Service Board of the Civil Service Commission from 1994 to 1999. Later, he was a visiting Professor in the Graduate School of International Cooperation Studies, Kobe University, Japan (1999-2000). Prof. Ocampo served as consultant to various national and international institutions, including Philippine Government (e.g. NEDA, Development of Agriculture) and United Nations agencies (UNEP, UNICEF) and foundations (Ford, Asia Foundation). Most of his energies, have been devoted to teaching, research, and writing on administrative theory, public policy, and urban, regional, and sectoral planning and development.
