Kim Robert C. de Leon is presently an Assistant Professor at the National College of Public Administration and Governance of the University of the Philippines – Diliman. Prior to joining the College, he served as Undersecretary of the Department of Budget and Management, where he handled the Organization and Systems Improvement and Information and Communications Technology Groups, and as Undersecretary for Administration and Finance of the Department of Transportation. He also served the Boy Scouts of the Philippines both in a voluntary capacity as National Executive Board Member and Assistant National Treasurer, and as a professional Secretary General.
