Dr. Ma. Victoria R. Raquiza graduated B.A. Sociology from University of the Philippines. She also holds graduate degrees for M.A. Development Studies and Ph.D. Asian and International Studies from the Institute of Social Studies, The Hague, and the University of Hong Kong, respectively. She is an Associate Professor at the National College of Public Administration and Governance, University of the Philippines Diliman. As a mentor, scholar, and advocate for poverty eradication and state-led inclusive development, Dr. Raquiza has extensively taught and published on themes such as poverty, inequality, social policy, developmental state, governance, and the Sustainable Development Goals (SDGs).
Dr. Raquiza is a Co-Convenor of Social Watch Philippines (SWP) and has served as a Commissioner of the Philippine Population and Development Commission, as well as an Advisory Council member of the Internal Affairs Service of the Philippine National Police. She is also a member of several government inter-agency bodies on social development and has sat on the boards or executive committees of various non-governmental organizations, both in the Philippines and internationally, including Social Weather Stations and JASS (Just Associates). Early in her career as an NGO worker, Dr. Raquiza managed an integrated rural development program in one of the poorest provinces in Mindanao. Her contributions to academia and social advocacy have been recognized with numerous professorial chair awards and international publication awards in recent years. She is also a recipient of the Amazing Alumni Achiever’s Award from the Maryknoll/Miriam College Alumni Association. She is currently an Honorary Member of the South Asian Network for Public Administration.
