Dr. Ma. Oliva Z. Domingo has spent more than 45 years of service at the University of the Philippines Diliman until her retirement in 2015 as Professor at the National College of Public Administration and Governance (UP-NCPAG). She served as the Director of the Center for Leadership, Citizenship, and Democracy and Director of the Center for Public Administration and Governance Education at the UP-NCPAG.  

She continues to teach at the UP-NCPAG as a Professorial Lecturer.  She handles courses in leadership, organization and management, human resource management and development, organizational behavior, and voluntary sector management.  

Dr. Domingo shares her expertise with national government agencies, line agencies, local government units, constitutional commissions, an autonomous regional government and its agencies, higher education institutions, nonprofit organizations, and professional associations as consultant and resource person.  Her engagements are in various areas, including strategic planning, foresight and futures thinking, organizational diagnosis and assessment, right-sizing, job audit, change management, and training of trainers, among others.

She served as Senior Fellow at the Institute for Policy Studies of Johns Hopkins University.   She is a Senior Fellow of the Philippine Futures Thinking Society (PhilFutures).  She is currently a Senior Fellow at the Graduate School for Public and Development Management of the Development Academy of the Philippines (DAP-GSPDM) where she serves as Supervising Fellow for Research and other programs and Editor of the Journal of Public and Development Management.
