Dr. Carmela S. Perez has passion for advocacy works and professional advancement activities as a way of sharing her knowledge and expertise evidenced by her active involvement in various socio civic non-government organizations.
She has more than forty years of combined experiences in private and public sector financial management, public sector accounting and audit, Information Technology education and management as well as on Risk Management, Strategic Performance Management and Institutional Integrity Management among others. Her skills include standard setting and policy formulation.
She was member of the Philippine Public Sector Accounting Standards Board, Commission on Audit and the Philippine Financial Reporting Standards Council, Board of Accountancy, Professional Regulation Commission.
She was Assistant Commissioner and Chief Financial Officer of the country’s supreme audit institution, the Commission on Audit and Vice President for Finance of the country’s biggest university, in terms of student population, the Polytechnic University of the Philippines.
Her major accomplishments include the implementation nationwide of the Philippine Tax Computerization Project, the Automated Customs Operation System, funded by the World Bank, as the Training and Implementation Manager of Unisys Australia Limited, the project’s system’s integrator. She also was instrumental in the modernization of the government accounting system and managed the development and nationwide implementation of the Electronic New Government Accounting System, the computerized version of government accounting which conforms to international public sector accounting standards.
