Dr. Florano has Ph.D. Public Administration from International Christian University, Japan and M.A. International Relations from International University of Japan. He obtained his Master of Public Administration and B.A. Public Administration (cum laude) in University of the Philippines. He is a fulltime Professor at NCPAG. Dr. Florano was Director of the Center for Policy and Executive Development of UP-NCPAG from 2013 to 2019. He has lectured in many training programs related to policy analysis, and   project   development   and   management   to   officials   and   staff   of   almost   all   government agencies and local government units. He has published papers mainly about environmental   governance as to climate   change   adaptation/disaster   risk reduction. He has presented papers at various international conferences in 20 countries. He has published in international journals and books which made him   win several professorial/faculty grants and international publication awards. He is a consistent   recipient   of   the   One   UP   Professorial   Chair   Award   in   Public   Administration (Environmental Governance) for Outstanding Teaching and Public Service since 2016. He is a Regular   Member of   the   National   Research Council   of the Philippines.   In addition, he is   a member of international and local academic and professional organizations. He was a research fellow of the Taiwan Ministry of Foreign Affairs based at the National University of Kaohsiung in   Kaohsiung, Taiwan   in   early   2022.   In   December   2023, he   won   the   prestigious   “Akira Nakamura Best   Paper   Award”   at   the   International   Conference   of   the   Asian Association for Public Administration in Tokyo, Japan.
