Don holds a Master of Science in Urban Management and Development, specializing in Urban Land Governance, from the Institute for Housing and Urban Development Studies (IHS) at Erasmus University Rotterdam in the Netherlands. He also earned a Master of Public Administration from the National Graduate Institute for Policy Studies (GRIPS) in Tokyo, Japan. In addition, he possesses a Diploma in Industrial Relations, focusing on Human Resource Management, and a Bachelor of Arts in Public Administration from the University of the Philippines.

With a diverse professional background spanning both national and international contexts, Don brings insights that extend beyond local experiences.

In his current role as University Researcher IV at CLRG, Don is responsible for planning and leading research initiatives related to local and regional governance. He also plays a key role in developing and implementing training programs for various governance stakeholders, including local governments, officials, civil society organizations, and the youth. Additionally, he occasionally shares his expertise as a Lecturer at the undergraduate level of studies at the National College of Public Administration and Governance (NCPAG).

Before joining CLRG, Don served as a research associate at the Center for Leadership, Citizenship, and Democracy, where he engaged in research and training focused on citizen participation and democracy.
