Lou has worked as a researcher at the Center for Local and Regional Governance for more than a decade. She holds a Bachelor of Science in Agricultural Economics (BS AgEcon) from the University of the Philippines, Los Banos, Laguna, and 36 Master’s units in Industrial Engineering from the University of the Philippines, Diliman. Process analysis, time studies, and feasibility studies are among her areas of specialization.
