Prof. Saguil completed his Master of Public Administration and B.A. Social Sciences (Economics/History), both from the University of the Philippines. He is an Associate Professor at the NCPAG. He previously served as the Director of two constituent centers of NCPAG: the Center for Policy and Executive Development (CPED) and the Center for Public Administration and Governance Education (CPAGE). Prof. Saguil was also the College Secretary of NCPAG and Acting Director of the Supply and Property Management Office (SPMO) of the University of the Philippines Diliman.

He is an educator and administrator specializing in various fields including organizational management, fiscal administration, policy analysis, and program/project development and management. Beyond academia, Prof. Saguil contributes   to   public   service   as   a   Senior   Fellow   of   the   Pimentel   Institute   for Leadership and Governance.
