Dr. De Guzman rose from the ranks starting as instructor in 1952 after graduating magna cum laude of B.A. Foreign Service from the University of the Philippines. Later, he earned his MPA and Ph.D. from the Florida State University. He served as Dean of the IPA until it was elevated to a College in 1973. He organized the following: Association of Schools of Public Administration (ASPAP); Philippine Society of Public Administration (PSPA); and UP Public Administration Research and Extension Services Foundation (UPPAF). He also organized the Local Administration and Development Program (LADP). He also served as UP Vice President for Planning and Finance in 1982 and Chancellor of the U.P. Los Baños in 1985. He was secretary-general of the Eastern Regional Organization for Public Administration (EROPA). He served as Regent of the U.P. Board of Regents. He was also a Presidential Adviser on Development Administration in 1998. Dr. De Guzman was an icon of public administration in the Philippines, his works continue to influence the discourse of public administration, development administration, and local governance.
