Dr. Alfiler obtained her BA in Public Administration, Certificate in Government Management, Master in Public Administration, and Ph.D. Philippine Studies from the University of the Philippines. She also obtained a Diploma in Development Studies (with Distinction) from the Institute of Social Studies, The Hague. She was Professor and Dean of the National College of Public Administration (2001-2004). She handled graduate courses on the theory and practice of Public Administration, research methods, program development and administration, and the Philippine administrative system. She was given an award as “Outstanding Teacher” in June 1993 by the University of the Philippines. She served as College Secretary and Director of Studies (1992-1995), and Director of the Center for Leadership, Citizenship, and Democracy (1996-1999) of the U.P. National College of Public and Administration and Governance. She served as Board Member of the Career Executive Service Board (CESB) (2001-2004). Dr. Alfiler also served as Secretary General of the Association of Schools of Public Administration in the Philippines, Inc. (ASPAP).
