Atty. Farolan earned his bachelor’s degree in public administration from the University of the Philippines College of Public Administration (now the U.P. NCPAG) in 1997. Then, he obtained his Bachelor of Laws degree from the University of the Philippines College of Law in 2002. Later, he was admitted to the Philippine Bar in 2003. He earned his master’s degree in public administration in 2006 from the Philippine Women’s University (PWU) under a special program with the international organization Colombo Plan Staff College (CPSC). His professional experience cuts across the three branches of government, the private sector, civil society, community and volunteer service, the academe, consultancy services for foreign-assisted development projects, the academe and legal practice.
