Dawn obtained her Bachelor of Public Administration degree from the National College of Public Administration and Governance (NCPAG), University of the Philippines. In 2020, she completed her Master of Arts in Development Studies, majoring in Human Rights, Gender and Conflict Studies (Social Justice Perspectives), with a specialization in Children and Youth Studies, at the International Institute of Social Studies, Erasmus University Rotterdam (ISS-EUR) in The Hague, the Netherlands.
Dawn initially joined the Center for Local and Regional Governance (CLRG) as a Research Associate in 2017, participating in research studies on social policy, civil society organization initiatives, and disaster risk reduction and climate change adaptation. She was also involved in organizing and facilitating some of the Center’s training programs and activities. Dawn likewise worked at the Center for Policy and Executive Development (CPED), NCPAG, where she was involved in the conduct of research and client satisfaction survey, development of modules on regulatory impact assessment, as well as the organization and facilitation of training programs for national government agencies. Currently, Dawn serves as a University Researcher in CLRG.
