Doreen R. Zules is a dedicated public administration professional specializing in air transportation, organizational studies, governance, ethics, accountability, and public policy. Currently, she serves as a University Research Associate at the University of the Philippines (UP) National College of Public Administration and Governance (NCPAG) while pursuing a Master’s degree in Public Administration. She also holds a Bachelor’s degree in Tourism from the Polytechnic University of the Philippines and a Diploma in Public Management, majoring in Organization Studies, which she completed in 2020.
Doreen’s research contributions include working papers and projects focusing on open government data governance and airport governance. Notable studies she has co-authored examine higher education systems in the Philippines, regulatory reforms within the Philippine Coconut Authority, and the legislative impact of the Quezon City Council. As a Project Coordinator, she has been instrumental in organizing training programs for the Center for Policy and Executive Development (CPED) at UP. Doreen has actively engaged in both international and local training, seminars, and conferences, further enhancing her expertise and commitment to advancing public administration.
