Library Access Requirement
UP Identification Card (UP ID)
A properly countersigned ID card is required to use the library. It must be presented when entering the library and checking out materials. The ID card is nontransferable and must not be used by another person.
If your UP ID has not been issued, you may request for a Temporary ID to be issued to you by your College Library.
Temporary Library Card
This card is issued by the library when the Registrar’s Office is unable to process or issue ID cards. Two 1×1 ID-size photos are required and must be surrendered to NCPAG library when the ID card is issued.
UP Webmail Account
An active UP mail account is needed in order to use the library resources. Such is necessary for all transaction. Obtain webmail account at the UP Computer Center. Secure a UP mail account by sending an email request to the UP Computer Center at helpdesk@upd.edu.ph, computer.center@upd.edu.ph, or cc.upd@up.edu.ph.
Over the counter borrowing guidelines (during Library renovation)
- Check material availability by accessing Tuklas (tuklas.up.edu.ph)
- Fill out the Request Slip, hand it over to the Reserve Section staff on duty.
- Fill out the book card by providing your Name, College, and Student Number. The library staff will process the book check out.
- Reserve books are only allowed to be borrowed overnight.
The NCPAG Library at the UP NCPAG Building will only facilitate over-the-counter borrowing of Circulation Materials until further notice.
During the renovation of the UP NCPAG Library, we highly encourage to obtain Circulation Materials from other colleges, as well as from the University Library.
The NCPAG Library at PARDEC will only facilitate over-the-counter borrowing of Reserve Materials.
We strongly recommend utilizing the Resource on Demand service for borrowing online library materials during this period.
Borrowing Guidelines
Students, staff, and faculty may check out materials physically from the NCPAG Library during this schedule, every Monday-Friday 8:30 AM to 5:30 PM and Saturdays 8:00 AM to 5:00 PM.

Return borrowed materials by visiting the Library but may also opt to return via book drop or courier. For book drop or courier, advise the Library ahead of time by contacting us at (02) 8981-8500 local 4157 or by messaging us via Facebook (https://www.facebook.com/UPNCPAGLibrary/) or sending us an email (ncpag_lib.up.edu.ph).
Use of Electricity and Wifi
Use of electricity is free for undergraduate and graduate students on a first-come, first-served basis. Wifi access is also free for all library visitors.
Library Fees
U.P. students who will use electricity for laptops and other personal equipment will pay PHP20.00/hour or may deduct the time spent from their pink card.
Alumni, former faculty and staff may use the library upon presentation of a valid ID and proof of former UP status for five (5) days per semester or summer, after which they will pay a research fee of PHP20.00/day.
Visitors. Graduate students and researchers may use the library resources upon recommendation of their respective officials and upon payment of the library fee of PHP50.00/day. Please present a signed referral letter, your ID, and, the payment at the circulation desk upon entering the library. You may also contact us in advance in order for us to accommodate you better.
Fines and Penalties
Overdue Materials
- Circulation books – 2.00 PHP/ day, exclusive of Sundays and holidays.
- Reserve books – Please note that the reserve materials borrowed by undergrad students must be returned on/before 10:00AM. There is a fine of 50PHP/day. See the chart below for the list of fines depending on the hour the reserve material is returned.

Lost Publications
- Loss of a Book – Any person who loses or fails to return a book within seven days after due date or recall shall either replace it with the same title or pay its current replacement value, or replace it within 30 days by another title selected by the Head Librarian. In all cases, the person shall pay a fine equivalent to 50% of the cost of the book.
- Loss of a Periodical – Any person who loses or fails to return a periodical after recall shall either replace it with the same title and issue number or a good photocopy within 30 days by another title selected by the Librarian. In all cases, the person shall pay a fine equivalent to 50% of the cost of the book.
Proper Conduct in the Library
Any person engaged in disorderly conduct such as drunken behavior, creating disorder, tumult, breach of peace; or serious disturbance, gross and deliberate discourtesy, possession of prohibitive drugs; or in disruptive behavior such as smoking, eating, and playing cards within the library shall be excluded from the library and be subject to suspension of library privileges for not more than 2 weeks.
Breach of Discipline
Any breach of discipline shall be reported to the proper authorities for action in accordance with the pertinent provisions of the University Code.
Library Resources
New Books: Newly purchased books are displayed and can be also viewed on the library’s website.
Circulation Books: Books can be checked out for two weeks, renewable for another two weeks. Undergraduates can borrow up to five books, while graduate students can borrow up to ten.
Electronic Resources: UP Constituents can access the subscribed electronic resources via Open Athens.
Filipiniana Books: Printed books about the Philippines, regardless of author or language, and books published by Filipinos.
Periodicals: Serial collection for in-room use only, with an open shelf system.
Reference Sources: Dictionaries, encyclopedias, and other publications for specific or general information, available for in-room use only.
Reserve Books: Materials recommended by faculty for courses, for in-room use or overnight check-out.
Raul P. De Guzman Collection: Photos, memorabilia, artwork, and achievements during RPG’s time.
Theses and Dissertations: These are written works of NCPAG graduate students’, arranged chronologically. Also includes policy and star papers, searchable through the ILIB Web OPAC.
UP NCPAG Papers: Materials supplementing the college’s history, including publications, research reports, syllabi, and related documents from college communities.
SPECIAL COLLECTIONS
Leisure Reading Collection: Aside from academic texts, the library has books and other materials to relax with for a break from course readings. The collection includes fiction, nonfiction, graphic novels, comic books, newspapers, and magazines.
Fidel V. Ramos: The Fidel V. Ramos (FVR) collection contains mainly the published writings of former President Fidel V. Ramos. It includes books he authored, periodicals with his column writings, and some clippings. Also, there are a few biographical materials, family memoirs, and a few magazines.
ALL LIBRARY USERS MUST PRESENT THEIR BOOKS/BAGS AS THEY LEAVE THE LIBRARY.
