Master of Public Administration (MPA)
The Master of Public Administration (MPA) program at NCPAG prepares graduates from the public, private, and civil society sectors with a robust foundation in public administration and governance theories and frameworks to make them better administrators, equipping them with advanced knowledge and skills in policy making and advocacy, strategic leadership, impactful research, and the capacity to drive change within organizations across diverse fields, including organizational management, public policy, public finance, local governance, public enterprise management, crisis and emergency management, and social policy and management.
Three plans are offered under the MPA program:
Plan A is designed to provide researchers, teachers, and prospective college instructors with the knowledge and research skills in public administration. Students are required to prepare and defend a thesis.
Plan B aims to provide students with the theoretical background and technical skills needed for the effective implementation of public policy in a developing country. Students under Plan B may choose from the following fields of specialization: public policy and program administration, organization studies, fiscal administration, local government and regional development, voluntary sector management, public enterprise management, and spatial information management.
Plan C is specially designed for public servants who have at least five years of managerial work experience and who desire to accelerate their professional growth through a program of graduate study. This program aims to broaden the knowledge of mid-career public administrators about theories and techniques of public management, and to give them the opportunity to interact with other administrators in the university setting. Students under Plan C take 30 units. In lieu of the thesis, an oral defense of two outstanding papers is required.
Admission Requirements
- Must be a Bachelor’s degree holder.
- Must have one (1) year of work experience.
- Must submit the following documents:
- Duly accomplished Application Form (link).
- Two (2) Recommendation Forms duly filled out by individuals who are in the best position to assess the applicant’s potential for graduate work (link).
- Three (3) copies of passport-size pictures.
- Letter of Application.
- Official Transcript of Records (original and photocopy) (see Application Process for reference).
- PSA Birth Certificate (original and photocopy).
- PSA Marriage Certificate (for married female applicants only – original and photocopy).
- Service Record or Employment Certificate.
- TOEFL (for Foreign Nationals only).
- Honorable Dismissal/Certificate of Transfer Credential (upon admission).
- Payment of application and processing fee (30.00 USD – for Foreign Nationals; PHP 500.00 – for Filipinos).
Application Process
- Download Application and Recommendation Forms on our website.
- Submit the completed Application Form and other required documents to the Office of the College Secretary / Center for Public Administration and Governance Education (CPAGE), RM 103 NCPAG Bldg. Incomplete requirements will not be accepted.
- Pay the application fee of PHP 500.00 for local applicants and USD 30.00 for Foreign applicants. Only on-site payment is accepted.
What is considered an official transcript?
- An official transcript of records should bear an imprinted school dry seal and signature of the Registrar / Director in ink, with or without the following remarks:

- Graduates from private colleges and universities must submit transcript of records stating the degree obtained, date of graduation and the Special Order (S.O.) number issued by the Commission on Higher Education (CHED)
Graduates of and transfer students from autonomous units of UP (i.e. UPV, UPLB, UPMla) enrolling in U.P. Diliman must submit their official transcript of records (not true copy of grades) from their respective units with the remarks Cleared as [date] ofor Granted Permit to Transfer.
