ALUMNa PROFILE

Ledivina V. Cariño graduated cum laude with a Bachelor of Arts in Public Administration from the University of the Philippines Diliman in 1961, laying the foundation for her lifelong commitment to public service and scholarship. She later pursued graduate studies abroad, earning a Master’s degree in Political Science from the University of Hawaii and a Ph.D. in Sociology from Indiana University Bloomington. These experiences shaped her interdisciplinary and people-centered approach to governance.

At UP, Dr. Cariño held several key leadership roles. She served twice as Dean of the UP College of Public Administration (later became the National College of Public Administration and Governance), where she led major reforms that solidified the College’s role as the national center for public administration education. She was later appointed University Professor, the highest academic rank in the UP System, and also served as Vice President for Public Affairs.

In recognition of her distinguished service and lasting impact, she was conferred the title of Professor Emeritus. Her legacy continues to shape governance education and the practice of public service in the Philippines.
