Dr. Enrico L. Basilio is an Associate Professor at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. He teaches courses in economic development, policy analysis and reform, economics of public enterprises, theories of administrative systems, and theory and practice of public administration.
He is the Chief of Party of the USAID Regulatory Reform Support Program for National Development (RESPOND) being implemented by the UP Public Administration Research and Extension Services Foundation, Inc. (UPPAF). RESPOND seeks to improve regulatory quality, promote trade and investment, and encourage greater citizen participation in policy and regulatory reform. From 2013-2017, Dr. Basilio served as Chief of Party of the USAID Advancing Philippine Competitiveness (COMPETE) Project which sought to enhance the competitiveness of the agriculture, tourism and manufacturing industries.
Dr. Basilio serves as Chairperson of the Export Development Council Networking Committee on Transport and Logistics and Senior Advisor of the Philippine Chamber of Commerce and Industry Transport, Infrastructure and Logistics Committee. From 2008 to 2017, he served as Chairperson of the National Competitiveness Council Infrastructure Working Group and participated, as Alternate Philippine Representative to the ASEAN High Level Task Force on Connectivity, in the crafting of the 2010 ASEAN Master Plan on Connectivity.
