Dr. Noriel Christopher C. Tiglao is Professor at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. He teaches courses in program and project development, management of information and knowledge for public administration, geographic information systems for public administration, economics of public enterprises, management planning and control, research methods, management of organizations, office and systems management, and public policy analysis among others. His specializations include geographic information systems, program and project development, spatial information management for public administration, and sustainable transport policy.

A civil engineer by profession, he has conducted research on transportation management and policy with the National Center for Transportation Studies (NCTS), having written the paper Economic Impact of Traffic Congestion in Metro Manila with Professor Ricardo Sigua. He has also rendered consultancy services to the Metropolitan Manila Development Authority (MMDA) on matters of transportation policy and governance.& Governance (NCPAG).

Dr. Tiglao is also a senior fellow of the Pimentel Institute for Leadership & Governance. He was the Director of the Center for Policy and Executive Development (CPED) and the Center for Public Administration and Governance Education (CPAGE), concurrently serving as the College Secretary of NCPAG. He previously served as the Director of NCPAG Publications Office and Editor-in-Chief of the Philippine Journal for Public Administration.
