Prof. Zita Concepcion P. Calugay is an Assistant Professor at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. She teaches courses in ethics and accountability in the public sector, local government and regional administration, organizational studies, and personnel management. Her specializations include public service ethics and accountability, management of organizations, techniques in public sector human resource management, and local and regional governance.
Before joining the faculty ranks, Professor Calugay had been a University Researcher at the Center for Local and Regional Governance (CLRG) where she was involved in numerous researches and trainings such as (1) Organization and Management Study of the City Government of Tabaco; (2) Policy Study on the Proposal/s to Create a New Province in Camarines Sur; (3) Process Documentation of Community-based Participatory Action Research (CPAR) Projects; (4) Harnessing and Sustainable – Barangay Development Capacities (HBDC and SBDC); and (5) Course for Young Local Legislators among others.
She handled wrote the article entitled Contracting-Out as an Alternative Service Delivery Mechanism in Local Governments published in the Local Government in the Philippines: A Book of Readings (Volume III) by the UP-Reduction Action Teams (LPRAT) in the Autonomous Region in Muslim Mindanao (ARMM) sponsored by the British Embassy in Manila, and for the Baseline Study on the Knowledge Use and Practices of Family Planning Methods. She also conducted field research at Infanta, Quezon and Maragusan, Compostella Valley and coordinated the 2003 and 2006 Local Government Leadership Awards (LGLA) that aims to recognize the exemplary role of local chief executives in the promotion of good governance and development in the country.
