Dr. Maria Victoria R. Raquiza is an Associate Professor of the National College of Public Administration and Governance (NCPAG), University of the Philippines Diliman, where she teaches courses on poverty, inequality, the developmental state and governance as well as on social policy. She received her MA degree in Development Studies from the Institute of Social Studies, The Hague, Netherlands, where her thesis garnered a distinction award. Her PhD degree was obtained from the City University of Hong Kong where her dissertation problematized Philippine underdevelopment and the role of the state in promoting inclusive development at both economic and social spheres. Dr. Raquiza is Co-Convenor of Social Watch Philippines (SWP), an NGO advocating poverty eradication and community-centered sustainable development. She is also a Research Core Team Member of the Graduate School of Public and Development Management, Development Academy of the Philippines. She sits as a member of the Sub-Committee on Social Protection, an inter-agency body convened by the Department of Social Work and Development and the Inter-Agency Committee on Social Protection Statistics (IACSPS) (2017 to present) convened by Philippine Statistics Authority (PSA). She is a Fellow and currently a Board Member of the Social Weather Stations as well as a member of the Internal Affairs Service (IAS) Advisory Council of the Philippine National Police.
Dr. Raquiza lived in North Cotabato, Mindanao for a number of years, working with poor farmers to promote a sustainable rural development program when she was with the Philippine Rural Reconstruction Movement (PRRM). Through SWP, Dr. Raquiza was part of a number of official country delegations to different UN conferences particularly focused on social development, the MDGs and later the SDGs and on financing for development. Among her recent awards were the 2018 International Publication Award and the 2019 UP Diliman Centennial Professorial Chair Award. In 2010, Dr. Raquiza received the Amazing Alumni Achievers’ Award from the Maryknoll/Miriam College Alumni Association (MMCAA).
