Dr. Erwin Gaspar A. Alampay is a Professor of Public Administration at the National College of Public Administration and Governance (NCPAG), University of the Philippines. A UP Social Scientist II (2023–2025) and former UP Scientist III (2019–2021), he has held various leadership positions within NCPAG, including Director of the Center for Public Administration and Governance Education, the Center for Local and Regional Governance, and the Center for Leadership, Citizenship and Democracy. His research examines the intersection of technology and governance, with particular emphasis on open data, digital transformation, data-driven governance, and corporate social responsibility. His work explores how digital innovations can strengthen public institutions, improve service delivery, and foster more inclusive and accountable governance.
