Wilhelmina L. Cabo

Professor Wilhelmina L. Cabo is Associate Professor of Public Administration, teaching courses in public personnel administration, local government and regional administration, urban and metropolitan administration and development, Philippine administrative thought and institutions, ethics and accountability in the public service, introductory public administration, and special topics in public administration among others. Her specializations include adult learning strategies, capacity development, distance education, local governance, public personnel administration, organization and management, and social accountability.

She served as Director of the Center for Leadership, Citizenship and Democracy (CLCD), succeeding Dr. Erwin Gaspar A. Alampay. She was also the secretary of the Philippine Society for Public Administration (PSPA), the country’s premiere organization for public administration scholars. She represented the discipline of Public Administration as a member of the Board of Trustees of the Philippine Social Science Council (PSSC) in 2008-2010 and 2010-2012.

She was involved in numerous researches and trainings of the Center for Local and Regional Governance (CLRG) such as Sustainable Barangay Development Program (SBDC), Conference Workshop Towards a Visayas Development Framework, and Workshop on Good Governance and Youth Leadership for the Sangguniang Kabataan, among others. She co-authored Local Economic Promotion in the Philippines with Dr. Perlita Legspi and Ma. Ernita Joaquin, published by the Local Government Center (now CLRG) of the University of the Philippines in 1996.
