The Publications Office (PO) of the National College of Public Administration and Governance at the University of the Philippines Diliman (UP-NCPAG) is the publishing arm of the College. It functions as an avenue for the dissemination of knowledge in Public Administration (PA) theory and practice.

Its main output is the Philippine Journal of Public Administration (PJPA), published annually. The PO also publishes books, monographs, working papers, and other scholarly publications that contribute to the study and praxis of PA in the Philippines and abroad.

Programs and Projects

Philippine Journal of Public Administration (PJPA)

The Philippine Journal of Public Administration is the official journal of the National College of Public Administration and Governance, University of the Philippines Diliman. It is published during the months of June and December.

NCPAG Working Paper Series

The NCPAG Working Papers are pre-publication versions of research papers by NCPAG faculty, lecturers, researchers, and students. They are meant to disseminate knowledge and stimulate discussion that will help authors revise the manuscript for future publication.

PJPA Research Writing Workshop and Fellowship 

In December 2018, the UP-NCPAG Publications Office (PO) pioneered the PJPA Research Writing Workshop and Fellowship as one of the ways to support scholars and practitioners to contribute to the journal issues. Selected fellows are given the opportunity to develop their manuscripts as prospective articles in the Journal under the guidance of a panel of mentors.  


PJPA Content Analysis Research

The staff of the Publications Office conducted in 2021 the research project titled “Research trends and practices in Philippine Public Administration: A content analysis of the Philippine Journal of Public Administration, 1990-2019.” With content/thematic analysis as the principal method of inquiry and analysis, the study examined the following areas of PJPA articles published between 1990 and 2019: article attributes, authors profile, methodology or approach, geographic focus, subject area, and citation practices, among others. The objective of the study is twofold:  to contribute to understanding the general research interests of public administration and governance scholars as represented in the Philippine Journal of Public Administration, as well as describe thematic shifts across three decades, and temporal shifts in research approaches (e.g., methodology, instrumentation, referencing, etc.) and research practices (e.g., authorship, collaboration, diversity, mentorship, self-citation, funding, etc.).

Academic Writing Webinar

Following the success of the PJPA writeshops, the Publications Office piloted in May 2022 a three-part webinar series caters to graduate thesis and dissertation writers in UP-NCPAG. The said webinar series aims to help the writers prepare better quality research outputs worthy of being shared with their respective professional and academic communities.
