Dr. Remigio Edgardo D. Ocenar is Associate Professor of Public Administration, teaching courses in comparative local government administration; local government and urban affairs, urban and metropolitan administration and development, local and regional development planning, local government and regional administration, and theory and practice of public administration among others. His research specializations include environmental management, local government and regional administration, training methodology in public administration, urban and regional planning, and urban studies.

He was the Director of Center for Local and Regional Governance (CLRG), taking over the post in 2010. Prior to joining the college faculty, Dr. Ocenar served as a University Extension Specialist at the CLRG. Professor Ocenar represented the discipline of Public Administration as a member of the Board of Trustees of the Philippine Social Science Council (PSSC) from 2006 to 2008.

He co-authored Devolved Agricultural Extension Services in the Philippines: Trials and Triumphs with Dr. Alex Brillantes Jr. and Dr. Michael Tumanut, published in 2007. He co-authored the article Local Planning in the Philippines with former Dean Romeo B. Ocampo, published in 1985 at the Local Government Bulletin. His Ph.D. dissertation at the School of Urban & Regional Planning of the University of the Philippines was a case study on policy and planning responses to solid waste management (SWM) problems in two Philippine municipalities.
