Prof. Simeon A. Ilago is an Associate Professor at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. He teaches courses in theory and practice of public management, local government and regional administration, rural administration and development, urban and metropolitan governance and development, local and regional finance, program and project implementation, and research methods among others. His specializations include local fiscal administration, local government administration, policy analysis, and research methodology in administrative sciences.

He served as the Director of the Center for Local and Regional Governance (CLRG) of the National College of Public Administration and Governance (NCPAG). He is an expert at the Local Government Academy of the Department of Interior and Local Government (DILG) and co-author of the book The Future of Local Autonomy with Professor Alex Brillantes Jr. and Raphael Montes. Prior to joining the faculty ranks, he was a university researcher at the Local Government Center of NCPAG.

Professor Ilago served as a consultant for distinguished institutions such as World Bank, Local Government Academy of the Department of Interior and Local Government (DILG), German Technical Cooperation Agency (GTZ), SNV Netherlands and the Asian Development Bank. He also served as a resource person for numerous occasions involving local governance, decentralization, and capacity building for local government.

He is the current Director of the Center for Policy and Executive Development (CPED).
