Dr. Minerva Sanvictores Baylon is Associate Professor of Public Administration, teaching courses in the Philippine administrative system, public policy and program administration, Philippine administrative thought and institutions, ethics and accountability in the public service, and introductory public administration among others. Her specializations include ethics and accountability in the public sector, government corporate sector/public enterprise institution building, public policy studies, and regulation/regulatory governance.

She served as the College Secretary and concurrent Director of the Center for Public Administration and Governance Education (CPAGE). She was also the coordinator for the Bachelor of Arts in Public Administration (BAPA) program of the College. Prior to joining the faculty, Dr. Baylon was a researcher at the Center for Policy and Executive Development (CPED). She had also worked as a Presidential Staff Officer at the Presidential Management Staff (PMS) under the Office of the President of the Philippines.

Dr. Baylon authored the book The Political Economy of Regulation in the Philippine Power Industry published in 2005. Professor Baylon also wrote The organization and management of the Philippine Food and Nutrition Program : the case of Rizal published by the Center for Policy and Executive Development in 1988.
