Dr. Erwin Gaspar A. Alampay is a Professor at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. He teaches courses in research methods, organizational studies and management, administration of social development, and citizenship and governance, management planning and control, voluntary sector management and the development of civil society, strategic planning and management in the voluntary sector, and management of information and knowledge for public administration among others. His specializations include active citizenship, e-governance, ICT policy, ICTs for development, organizational studies and management, systems analysis, and voluntary sector management.
He previously served as the Director of the Center for Leadership, Citizenship and Democracy (CLCD) of UP-NCPAG. He is Senior Editor for the Electronic Journal of Information Systems in Developing Countries (EJISDC) and is a Senior Research Fellow with LirneAsia. He does extensive research on information and communication technologies for development, telecommunication policy and e-governance. In line with this, he has worked with various ICTD networks such as LirneAsia, Technology and Social Change (TASCHA)-University of Washington, Strengthening Information Society Research Capacity Alliance (SIRCA), OpenNet Initiative, etc. Recent articles he has published include: Harmonizing e-Government initiatives in the Philippines: a collaborative institutional framework and Social Media and Citizen-engagement: Two Cases from the Philippines.
He was the Asia-Pacific Regional Coordinator for the Amy Mahan Research Fellowship Grant, and Editor of the book ‘Living the Information Society in Asia’ (2009) (ISEAS Press). He is currently a Research Fellow with the Institute for Money, Technology and Financial Inclusion (IMTFI), University of California-Irvine doing research on the use of mobile money for conditional cash transfers to the poor.
He is the current Director of the Center for Local and Regional Governance (CLRG).
