Florano

Dr. Ebinezer R. Florano is Professor and UP Scientist I at the National College of Public Administration and Governance (NCPAG) of the University of the Philippines Diliman. He teaches courses in methods and tools in policy analysis, public policy and program administration, program and project development and management, climate change adaptation/disaster risk reduction, research methods, and introductory public administration among others. His specializations include climate change adaptation/disaster risk reduction (CCA/DRR), environmental governance, geographic information systems, policy analysis, project development and management, research methodology, and the use of Manifold, a GIS software, and the Rapid Earthquake Damage Assessment System (REDAS) software created by the Philippine Institute of Volcanology and Seismology (PHIVOLCS).

He obtained his doctoral degree in Public Administration from the International Christian University in Tokyo, Japan in 2004. He also has two master’s degrees: first on Public Administration major in Public Policy Analysis from the National College of Public Administration and Governance of the University of the Philippines Diliman, and second, on International Relations from the International University of Japan in Niigata, Japan. He graduated cum laude with a bachelor’s degree in Public Administration from the University of the Philippines Diliman.

Dr. Florano has published papers in national and international journals, mainly on Environmental Governance issues. In 2009, he received the UP Diliman Centennial Faculty Grant for his international publication on assessment of the Philippine’s compliance with international treaties on environmental protection. He has also read papers in national and international conferences/workshops, i.e., UK, France, US, Japan, Indonesia, Thailand, Taiwan, China, South Korea, and Singapore, on issues involving climate change adaptation/disaster risk reduction, best practices in environmental governance, etc.

In 2005-2006, Dr. Florano assisted the Environment Unit of the Secretariat of the Association of Southeast Asian Nations (ASEAN) in writing the Third ASEAN State-of-the-Environment Report 2006. Since 2007, Dr. Florano has provided policy analysis assistance to a national legislator on various issues that range from international economic treaties to creation of national government agencies. Dr. Florano served the U.P. Open University as chairman of its Master of Public Management (MPM) program from 2007 to 2012. He can converse in survival Japanese and has also studied German, French, and Spanish

He is the former Director of the Center for Policy and Executive Development (CPED).
