Philippine Journal of Public Administration – Call for Papers

The Philippine Journal of Public Administration is accepting article submissions for its Volume 57 with the theme “Integrity and Excellence in Public Service.”

While there is a persistence of studies that constantly strive to make bureaucracy efficient and transparent through policy reforms, criticisms of models and approaches to improve governance and public administration, however, often point to the lack of engagement of the citizens.

The New Public Service paradigm espoused by Public Administration scholars such as Robert and Janet Dernhardt, on the other hand, has public service, democratic governance and civic engagement as its core values. Public service is all about serving and empowering the citizens–transforming administrators to public servants and treating citizens as participants in the decision-making and in effecting change and reforms and not as mere clients or customers. A citizen-centric paradigm puts premium on “building public institutions that is marked with integrity and responsiveness” (Denhardt & Denhardt, 2007, p. 23).

To invigorate discourse formation in public service and related paradigms, the PJPA opens its pages to articles covering the following suggested topics (but not limited to):

  • Upholding integrity of public servants vis-à-vis public interest
  • Innovations in public service
  • Servant leadership
  • Active citizenship and participatory governance
  • Public administration and civil society relations
  • Collaborative governance

Interested contributors may submit their articles via email to pjpa.editor@gmail.com on or before 31 March 2015. They should not be more than 10,000 words and should be type-written double-spaced using MS Word (.doc/.docx and letter-size format). Authors are requested to include in their submission on a separate page the following details: a 150 to 200-word abstract, three to five keywords of concepts used in the article, and a brief author’s biographical note (including contact information, e.g., email address). The PJPA follows the style and reference format prescribed by the Publication Manual of the American Psychological Association (APA), Sixth Edition.
